Duties, Responsibilities & Other

  • 10+ years of experience in institutional buildings and facilities  planning, design and construction with at least one complex project with $30 million budget.  Candidate must have been engaged in the project with high level responsibilities and duties
  • Experience cordinating and or leading a team of designers in developing design packages for simple and complex buidling and facilities projects, utilizing state design standards.  Virginia CPSM preferred.
  • Construction Project Management experience required, with experience in managing and growing a team to deliver a project from preconstruction to close out preferred.
  • Experience in developing and managing state institutional projects under the Construction and Professional Services Manaual Preferred (CPSM).   Construction Mangement @ Risk with GMP type contracts is highly desireable. 
  • Strong construction working knowledge and familiarity in all building trades  required.
  • Engineering/Technology or Architecture or construction management/technology degree important with a Professional Engineering, Registered Architect License preferred. CCM or PMP certification preferred. 
  • Cordinate and serve all project stake holders, assemble teams while roviding owners representative Project Management services, develope and deliver owners criteria, objective and goals  and develop professional relationships.
  • This position requires a demonstrated leader with a broad background and knowledge working on large complex projects with owners, designers, constructors, state building officials, and end users. Must be capable of leading  the processes required to develop design packages utilizing contracted consultant A/E services, utilizing state design standards.
  • Will be required to direct and assign inspectors
  • Responsible for project delivery of complete Construction Management @ Risk with GMP large institutional building contract as the owners representative staff augmentation.  
  • Duties include oversight of preparation of plans, technical specifications, quantity takeoffs and construction estimates in accordance with state design manuals and standard drawings.
  • Must be capable and willing to prepare all administrative documentation using MS Office.  Must be proficient in MS office and familiar with other PM apps.   Will require preparation of meeting agendas, minutes, and tracking action items and deficiencies. 
  • Must have good working knowledge and familiarity with government contracting with complex contract documents, change orders, bid and selection processes and close out.


  • Bachelor's Degree or equivalent experience required. Master's degree preferred.  
  • Minimum of 9 - 14 years of professional experience. 
  • Appropriate professional certification preferred.
  • Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.

Performance Expectations

  • Complete Annual Individual Training Program
  • Mentor and train staff
  • Train adequate backup personnel to support your role in your absence
  • Develop and maintain customer relationships by soliciting monthly performance feedback, identifying client needs, and identifying the next project
  • Comply with all KCI policies and procedures
  • Ensure projects fulfill ISO compliance requirements
  • Manage work routine of all assigned staff and assign job activities as required
  • Complete other duties as required/assigned
  • Provide input to develop project-specific safety plans and implement project safety plans and ensure compliance with all Federal, state, and local safety rules and regulations
  • Report monthly proposal results to operations manager
  • Achieve or exceed budgeted individual utilization target(75%-80% typical)
  • Attend bi-weekly(or more frequently as necessary) meetings with project team on all projects/tasks
  • Chart and provide project performance results
  • Consult and coordinate with other practices and sub-consultants as required
  • Deliver all projects on time and within budget while fully meeting the scope
  • Ensure effective use of equipment and personnel
  • Meet monthly(or more frequently as necessary) with project analyst to review project invoices
  • Meet monthly with practice leader to review project performance
  • Operate within specified (corporate or project) budget parameters
  • Prepare and submit monthly project completion report
  • Prepare interpractice agreements and/or outside requests as required
  • Prepare monthly progress reports for all projects
  • Prepare monthly project staff utilization plan
  • Propose and negotiate scope, schedule and fee estimate for tasks and projects
  • Provide bi-weekly percent complete data to project assistant
  • Provide monthly project updates to practice leader
  • Provide monthly WIP/AR comments to the operations manager
  • Provide technical project and staff oversight
  • Provide weekly new project budget data to the practice leader
  • Serve as project or task manager on select projects
  • Compare field data to design plans
  • Conduct site visits and gather data, including measurements, sketches, notes and photographs as needed
  • Prepare preliminary concept designs and submit for approval
  • Read and interpret technical documents required for project execution
