Overview

The Virginia Highway Practice Leader is a senior transportation professional responsible for helping establish and grow KCI’s presence in the Northern Virginia market. This role functions as a strategic builder and player–coach, leading project delivery while supporting practice development with strong backing from Regional and Corporate Leadership. The Practice Leader will focus on client engagement, project execution, team development, and market expansion while leveraging the resources, operational framework, and strategic guidance provided by established regional leaders.

 

KCI is currently identifying office space in Northern Virginia. Prior to establishing the office, the role will include remote work with periodic visits to regional offices in Richmond, Virginia and headquarters in Sparks, MD. The Practice Leader will collaborate with Regional Leadership to evaluate office location strategy and support the successful launch of the regional presence.

Duties, Responsibilities & Other

Leadership & Strategy

  • Partner closely with Regional Leadership to implement a strategic plan for entering and expanding within the Northern Virginia transportation market.
  • Operate as a player–coach, balancing hands-on project leadership with practice growth initiatives while leveraging leadership support for strategic decision-making.
  • Help establish KCI’s brand presence in the region through consistent client engagement and delivery excellence.
  • Foster a culture of collaboration, quality, accountability, and continuous improvement across multidisciplinary teams.
  • Provide local leadership while utilizing the depth, experience, and operational support of the broader organization.

Project & Technical Management

  • Lead and oversee the technical quality, budget, and schedule performance of roadway projects.
  • Provide direction on roadway design elements including alignments, cross sections, grading, drainage coordination, and traffic control.
  • Ensure compliance with applicable design standards (AASHTO, FHWA, state DOT manuals, MUTCD, ADA, etc.).
  • Manage multidisciplinary teams, including roadway, drainage, traffic, and structural engineers.
  • Support implementation of new design technologies and CADD workflows (MicroStation, OpenRoads, Civil 3D, etc.).

Staff Development

  • Mentor and develop junior and mid-level engineers and project managers.
  • Lead staff recruitment, training, and performance management within the practice.
  • Promote diversity, equity, inclusion, and a positive team environment.

Financial & Operations

  • Contribute to practice performance by supporting revenue growth, backlog development, and profitability goals alongside Regional Leadership.
  • Monitor project financial metrics and elevate risks or opportunities proactively.
  • Provide input on market conditions, staffing needs, and operational priorities to support informed leadership decisions.
  • Utilize established financial systems and leadership guidance to maintain strong project performance.

Business Development

  • Identify, pursue, and secure new business opportunities with VDOT, Virginia municipalities, and other transportation agencies.
  • Build and maintain strong relationships with key clients and strategic partners.
  • In collaboration with Regional Leadership, lead proposal development, interview preparation, and project scoping for roadway and highway pursuits.
  • Collaborate with marketing and leadership teams to set annual sales and revenue goals.

Qualifications

Education and/or Work Experience Requirements:
• Bachelor’s Degree in related field (AEC Industry) and minimum of 7 years of related professional experience, or 11 years of equivalent
professional experience.
• Progressive professional and increasing project management and organizational management experience.
• Proven experience in project management roles within the technical practice.
• Demonstrated leadership capability to build and lead teams of technical practitioners and/or project managers.
• Strong interpersonal as well as verbal and written communication skills, with the ability to motivate and inspire teams.
• Demonstrated ability to effectively manage budgets, project margins, and cash flow.
• Experience in business development, with a focus on maximizing client relationships and identifying growth opportunities.
• Commitment to fostering a culture of continuous improvement and excellence within the Practice.
• Strong problem-solving skills and the ability to make decisions.
• Adaptability and the ability to manage multiple priorities in a fast-paced environment.
• Proficiency in relevant software and tools use in the practice area.
• Knowledge of regulatory requirements and industry standards related to the service line.


Certificates, licenses, and/or Registrations Required:
• Ability to complete the KCI PM Training and Contract Training within six months of start date. 

 

Certificates, licenses, and/or Registrations:
• Professional Engineer licensure in Virginia (Required) and ability to obtain reciprocity in other mid-Atlantic states.

 

Pre-employment drug screening and background check are conditions of employment. Motor vehicle checks may be required based upon position.
